What is a Resolution?

A resolution is a formal expression of the opinion or will of the Sangguniang Panlalawigan on a specific matter. Unlike an ordinance, it is generally not a law; it records the Board's position or decision.

Provincial resolutions are used for commendations, requests to national agencies, expressions of support or opposition, authorizing the Governor to sign agreements, adopting plans, and acting on the review of city and municipal ordinances.

How a Provincial Resolution Is Passed

The usual steps at the Sangguniang Panlalawigan. Details follow its internal rules.

  1. Filing

A board member files the proposed resolution, and it is included in the session agenda.

  2. Committee or Floor Action

It is referred to the committee concerned, or taken up directly in session when the internal rules allow.

  3. Approval

Members vote on the resolution in session, with a quorum present.

  4. Signing

The Secretary to the Sanggunian attests it and the Vice Governor, as Presiding Officer, certifies it. Resolutions adopting a development plan or public investment program are also subject to the Governor's approval.

  5. Transmittal

Copies are sent to the offices, agencies or local governments concerned.
