What is an SRE?

The Statement of Receipts and Expenditures is a report each local government submits to the Bureau of Local Government Finance (BLGF). It shows the income the Province actually collected and the money it actually spent over a period, by quarter and for the full year.

Income

Local sources are taxes the Province collects, such as real property tax and the tax on the transfer of real property, plus fees, charges and receipts from provincial enterprises. External sources are mainly the National Tax Allotment (NTA, formerly the IRA), the Province's share of national taxes.

Expenditures

Spending is grouped by purpose: General Public Services (administration, the Sanggunian, finance and support offices), Social Services (health, education, social welfare), Economic Services (agriculture, engineering, provincial roads) and Debt Service (interest and other charges on loans).

Net Income and Fund Balance

Net operating income is income minus expenditures for the period. The fund balance is what remains at the end of the period and carries over to the next one.

Reading Guide

How to Read a Provincial Budget

The budget is the plan; the SRE shows what actually happened.

The Budget Is an Ordinance

The Governor prepares the executive budget, the Sangguniang Panlalawigan enacts it as an appropriation ordinance, and the Department of Budget and Management reviews it. Supplemental budgets follow the same path.

Compare Plan and Actual

Put the budget next to the SRE for the same year. Large gaps between planned and actual collections or spending are worth asking about.

Where the Money Comes From

Compare local income with the NTA. A province that relies mostly on the NTA is more affected when national tax collections change.

Required Allocations

National rules set minimum allocations, such as at least 20% of the NTA for development projects (Local Government Code, Sec. 287) and a disaster risk reduction and management fund of at least 5% of estimated regular revenue (Republic Act No. 10121). Rules can change; check with DBM and DILG.
