About the Office

What the Provincial Accountant does under the law

The Provincial Accountant's Office keeps the books of the Provincial Government of Bukidnon. Under the Local Government Code of 1991 (Republic Act No. 7160), the provincial accountant sets up and maintains the Province's accounting system, reviews the documents behind every payment before it is released (pre-audit), certifies that funds are available for an expense, and prepares the financial statements and reports required by law.

The office works with the Provincial Treasurer, the Provincial Budget Office and the Commission on Audit (COA). It serves the Province's own offices first. Members of the public usually deal with it as suppliers, contractors, employees or other payees of the Province.

What the Office Does

General description of its services. See the Citizen's Charter for the official list.

To the Public

  • Answers questions from suppliers, contractors and other payees about the status of a claim for payment.
  • Pre-audits claims and supporting documents before a payment is released.
  • Certifies copies of accounting records when a request is allowed under the Province's rules.

To Other Provincial Offices

  • Reviews disbursement vouchers, payrolls and supporting documents for completeness and legality.
  • Certifies that funds are available before a purchase or contract is approved.
  • Records receipts, obligations and payments, and keeps the books of accounts.
  • Prepares financial statements and reports for COA, DBM and the Sangguniang Panlalawigan.

To Cities and Municipalities

  • Provides general guidance on accounting rules when asked.
  • Each city and municipality keeps its own books through its own accountant. The Province does not process municipal claims.

How to Follow Up a Claim for Payment

General steps. See the Citizen's Charter for the official steps.

Steps

  • Prepare the claim and its supporting documents, and file them with the provincial office that requested your goods or services.
  • That office prepares the disbursement voucher and sends it to the Accountant's Office for pre-audit.
  • If a document is missing or incorrect, the Accountant's Office returns the voucher to the requesting office. Complete the document and resubmit.
  • After pre-audit the voucher goes on to the Treasurer for payment. Ask the requesting office about its status, or call the Capitol main line.

What to Bring

  • A valid government-issued ID
  • Delivery receipts, billing statement, contract or purchase order, as applicable
  • Your tax and business registration documents, if you are a supplier or contractor
  • If you are a representative: an authorization letter and the payee's ID
